Levin and Horowhenua now
Electra, since 1922
Electra's network runs from Paekākāriki in the south to Tokomaru and Foxton in the north and has served Horowhenua and Kāpiti since 1922. It runs depots in Levin and Paraparaumu.
Taraika and the growth plan
Taraika is a 420 hectare growth area on Levin's south-east edge, with a council master plan for approximately 2,500 houses. Plan Change 4, which covers it, became operative on 26 March 2024. The council expects the district's 16,985 houses (June 2024) to reach 24,321 by 2044.
Network work in town
Electra's 2023/24 plans included a new 11kV feeder at the Levin East zone substation, reinforcement of three feeders at Levin West, and seismic strengthening at Levin East.
Wild weather
Electra says three extreme wind and tornado events in May and June 2022, the worst storms in 18 years, caused widespread outages across its region. In late December 2025 storms cut power to just over 3,600 Electra customers in Foxton and Foxton Beach.
Planning an EV charger in Levin
Electra asks home and business owners to let it know before installing an EV charger, so it can check there's enough capacity in that part of the network and help avoid unexpected upgrades. Ask your electrician to handle that conversation as part of the job.
Electra expects a lot more of them. It counted 720 EVs in its region in the year to March 2023 and forecasts 23,400 by 2033.
On the electrical side, Gen Less says a wall-mounted charger must be installed by a registered electrician, on a separate sub-circuit with a Type B RCD. WorkSafe's January 2026 guidance adds that the circuit should come from a MEN switchboard, and that a home's maximum demand must be assessed for a 32 A charger, with load management recommended.
Building at Taraika or anywhere new
Electra's new connection process runs from an online application, through its capacity and safety assessment and a quote you approve, to an authorised Electra contractor making the physical connection. Your retailer arranges the meter, Electra assigns an ICP number, and an Electra-approved contractor livens it once the electrical work is certified.
Size the supply early. Electra's standard approved connections are single phase up to 63A and three phase up to 40A per phase. Anything bigger needs a non-standard fuse application, which matters if you're planning a heat pump, an induction cooktop and a charger in the same house.
Lights out in Levin? Do this first
Check the main switch
Electra asks you to check it's on. If a fuse has blown, the problem is likely inside your home and you may need an electrician.
Look next door
Several nearby homes without power points to a fault on Electra's network. Check its outage map and list.
Report it, or call 111
Ring 0800 567 876 for an outage or faulty equipment. Don't approach a downed line. Keep at least ten metres back, report it to Electra, and call 111 if anyone's in danger.
If we were building in Levin
We'd tell the electrician about every big load we're planning, from the heat pump to the EV, before the connection application goes in, so the supply is sized once. And we'd let Electra know about the charger before it's fitted, the way it asks.

Questions
Straight answers.
Who owns the power line to my Levin house?
You do, from where it crosses your boundary to the meter. Electra says the property owner owns and maintains the service line, and any work on it should be done by an Electra-approved contractor. The meter and hot water relay belong to your retailer.
Can I get the power turned off to work near my service line?
Yes. Electra offers safety disconnections, booked at least 3 working days ahead and done Monday to Friday, 9am to 4pm.
Do Levin rentals need anything special?
Horowhenua follows the national healthy homes standards. At the 2023 Census, 28.63% of Horowhenua households didn't own their home or hold it in a family trust, and landlords there need a licensed electrician for the electrical work.
